Whenever, in the judgment of the Health Inspector, an emergency exists which requires immediate action to protect the public health, safety or welfare, he or she may, without notice, conference or hearing, issue an order directing the owner, occupant or other person in charge of the structure to which the provisions of this chapter or applicable rules and regulations issued pursuant thereto apply to take action as is necessary to correct or abate the emergency, or, if circumstances warrant, may himself or herself act to abate or correct it.
